FUNCTION  AND DUTIES

Clause 9. Professional Faculty 

1. Function:

Counsel the Principal to organize, manage, carry out training procedure and other activities; manage faculty teaching staff.

2. Duties:

a. Implement annual activities; training, teaching and learning curriculum and other educational activities;;

b. Implement activities of scientific research and technology transfer; activate cooperation with scientific organization, manufacturing and business enterprises. Carry out an opening of new learning branches to adapt social needs;

c. Establish, update and verify training curriculum, teaching aids, system of practice tasks, facility norm, materials for each subject; research for updating teaching methods;

d. Observe and evaluate lecturers’ teaching; take part in Talented Teacher Competition;

e. Guarantee training quality;

f. Assign professional tasks to lecturers, examine teaching documents, make plans, ensure operation of teaching activities and quality;

g. Control learning procedure of learners. Take part in meetings with learners twice a year;

h. Make examining plans; combine with Training Department in order to operate end-of-term examinations, graduation examinations;

i. Maintain, exploit, utilize equipments effectively and recommend to purchase, repair, maintain facilities and equipments for teaching;

j. Make preparation for materials; manage practising and manufacturing products; keep occupational safety for lecturers and learners;

k. Establish and operate plan for manufacturing practice; cooperate with Training Department to give job opportunities to learners after graduation, help lectures with internship conditions; join Talented Students Competitions; organize after-school activities;

l. Cooperate with Training Department to establish schedule, manage classrooms, carry out faculty meetings monthly, follow the operation of professional tasks;

m. Carry out other duties assigned by the Principal.

3. Manager, Deputy Manager:

a. Manager is resposible for managing, operating faculty activities assigned by the Principal. Manager has to obtain bachelor degree at least.

b. If the faculty has six members at least, it is recommended to have a deputy manager. A deputy manager has to obtain bachelor degree at least.

c. Manager and deputy manager have to own teaching standards for vocational level, experiences of training management, teaching, researching science and managing skills.

d. The age when appointing the first term of manager, deputy manager should not exceed 55 for men and 50 for women. Manager, deputy manager are appointed and dismissed by the Principal along with the consent of the Party Committee.

4. Manager’s responsibilities and authority:

a. Be responsible for political work of staff;

b. Develop curriculum, plans and assign, supervise the implementation of faculty activities;

c. Recommend the Principal to appoint titles of faculty and organization chart;

d. Direct lecturers to implement tasks, plans for faculty development, check teaching activities;

e. Assign, inspect, evaluate task implementation;

f. Be responsible for reviewing, ranking monthly, quarterly and yearly, suggesting to commend, reward or criticize teaching staff and learners;

g. Direct the establishment of plans, training curriculum, scientific research, teaching aids,…;

h. Approve system of review questions and answer key; combine Traing Department to organize examinations;

i. Assign lecturers to teach in appropriate majors;

j. Monitor maintenance work of machines, equipments;

k. Suggest to sign or terminate the contracts of visiting lecturers;

l. Design plans to provide further training for teaching staff.

5. Deputy Manager’s responsibilities and authority:

a. Help the manager to operate and manage some of faculty activities.

b. Be in charge of several working fields assigned by the manager, on behafl of the manager to solve problems, report settled tasks to the principal and manager.

Điều 10. Faculty departments:

1. The faculty department is a training part relating to scientific and technology activities at vocational institute, responsible for academic fields in terms of training, scientific and technology activities.

2. Function:

Help the manager to organize and manage training, teaching, learning procedure and other activities.

3. Duties:

a. Implement teaching, scientific research plans and others; design training curriculum, teaching materials, system of review questions;

b. Be in charge of teaching quality, propose lecturers and head teachers;

c. Observe and evaluate lecturers’ teaching, analyze and exchange teaching experiences and skills;

d. Support for lecturers’ teaching and scientific research process

e. Administer professional workshops, preserve, exploit and recommend to fix macines, equipments, teaching facilities;

f. Make preparation for materials; manage practising and manufacturing products; establish material norm and system of practical tasks for each module and subject;

g. Carry out department staff meetings twice a month, including visiting lecturers.

4. Head of Department:

Head of Faculty Department is a prestigious lecturer who has teaching standards for vocational level, experiences of training management, teaching, researching science and managing skills. Head of Department is appointed, based on Faculty Manager’s suggestion. The process of introducing, appointing, dismissing has to put under current regulations.

5. Head of Department’s responsibilities and authority:

a. Run all professional activities, be responsible for Department’s teaching operation;

b. Direct lecturers to implement tasks, plans for department development;

c. Assign, inspect, evaluate task implementation;

d. Suggest to commend, reward or criticize teaching staff and learners;

e. Establish good relationship with external individuals and organizations to improve training issues, further training for teaching staff, manufacturing cooperation;

f. Direct the establishment of plans, training curriculum, schedule, scientific research, teaching aids,…;

g. Examine system of review questions and aswer keys, teaching documents;

h. Assign lecturers to teach in appropriate majors, inspect, evaluate task implementation; manage head teachers;

i. Observe and evaluate lecturers’ teaching periodically and irregularly;

j. Monitor maintenance work of machines, equipments;

k. Direct lecturers to design plans, working implementation, scientific research, teaching aids;

l. Carry out other duties assigned by Faculty Manager.
